Evaluation update: Applying forensic skills with juveniles

Forensic Training Series

This program is especially experienced adult forensic evaluators - who have already completed the five-day “Basic Forensic Evaluation” program (regarding evaluation of adults) and accomplished all relevant qualifications for performing adult forensic evaluation - and wish now to complete relevant qualifications to perform juvenile forensic evaluations.  Depending on the final agenda of the five-day 'Juvenile Forensic Evaluation' training, lectures of April 9, 10, and 11 will be required attendance.  The case report writing exercise will be Friday April 13.  Completing the multiple choice exam and completing the case report writing exercise are required qualifications for qualifying as an adult forensic evaluator.  Academic educators and researchers may also be interested and need not complete the exam or writing exercise. 

Date: Monday,  Tuesday, Wednesday April 29, 30, May 1 2019 and the Friday May 3 case report writing exercise.  

Time: 9:00AM to 5:00PM daily.  Day one may begin later to allow distant travelers to arrive.  Please plan to arrive early on day one to register and pick up the training manual.  Lunch on your own daily for one hour or one and one-half hour. 

Location: Offices of ILPPP, University of Virginia, Charlottesville VA.  ILPPP is at 1230 Cedars Court, Suite 108, Charlottesville, VA 22904.  Cedars Court is a cul de sac off Barracks Road, near Emmet Street (US 29 Business) and the US 29/250 Bypass.  There is a local bank on both corners at the entrance to Cedars Court.  ILPPP offices are in the 1228-1230 Cedar Court Center, in the 1230 Building, which is the rear building.  ILPPP entrances are at the farthest corner of the 1230 Building.  There is plenty of free parking but please do not park in spots marked 'Visitor' which are for the convenient of patients visiting clinics at the Center.  Thank you.

After you apply for registration you will receive an automated email confirming that ILPPP has received your application. Acceptance into a program is not automatic because capacity limitations and public mental health system needs are considered. After ILPPP formally accepts a registrant  into the program they will receive a second automated email that confirms registration and includes invoice information and online payment instructions.

Registration & Cancellation Fees and Refund Policy
Fees: Employees of VA DBHDS facilities and CSBs - $325.00. Others - $750.00. Cancellation fee - $25.00.

A full registration fee refund will be processed only if the registrant has submitted the cancellation notice to ILPPP no later than 7 days prior to the first day of the program. If registration is cancelled 6 days or less days prior there is a $25 cancellation service charge which will be deducted from the program’s registration fee. The remainder of the registration fee will be processed within 10 days following the end of the training program. Please allow 30 days following the end of the training program to receive the refund. Refunds will be processed according to the method of original payment (check, credit card or EDI-transfer).

Educational objectives by day

At the conclusion of the program participants will be able to:

Day one

Describe critical difference between therapeutic roles and forensic roles of mental health professionals.

Discuss legal foundations of forensic practice in systems of law, court systems, and criminal justice proceedings.

Identify important legal and Constitutional standards regarding evaluation of competency to stand trial for the courts (e.g. Dusky v. U.S., Drope v. Missouri, and other standards).

Discuss the relevant abilities of individuals who are found competent to stand trial, and lack of relevant abilities of individuals who are found not competent to stand trial, under Virginia law.

Name components of the forensic mental health system in Virginia.

 Day two

Discuss foundational clinical and practical considerations for mental health professionals to prepare and to conduct evaluations of competence to stand trial.

Discuss the concept of rational understanding as it relates to assessing juvenile adjudicative competence.

Describe some aspects of empirical and other research on juvenile adjudicative competence.

Identify components of Virginia’s program of restoration to competence to stand trial.

Describe elements observed from viewing one or two recorded forensic evaluations where issues of competence to stand trial were involved and discuss their observations.

Use a checklist to assist collecting information from interviews and from collateral documents with a case involving competence to stand trial.

 Day three

Discuss key information describing significant mental health problems among juvenile populations.

Discuss key information regarding malingering among juvenile populations.

Describe implications upon transfer of juveniles and forensic assessment of juvenile when considering adolescent development.

Discuss varieties of collateral documents that may support a forensic evaluation and handling of information from collateral documents in a report.

Identify some common writing problems when drafting and finishing a forensic evaluation report.

 Day five

Outline legal standards involved with preparing for and offering testimony as a forensic expert (including qualifications, Frye standard, Daubert standard, rules of evidence).

Discuss aspects of best professional practices when preparing for and offering testimony in a forensic case (including the voir dire, presenting testimony, and handling cross-examination).

Discuss professional ethical principles and considerations involved with forensic evaluations.
